PUBLIC FILE RECORD
The attached EEO Public File Record for the year 2005 has condensed the following FCC record-keeping and reporting requirements, which require that broadcast stations:
Collect, but not routinely submit to the Commission:
(i) listings of all full-time job vacancies filled by the station employment unit, identified by job title;
(ii) for each such vacancy, the recruitment sources used to fill the vacancy
(including, if applicable, organizations entitled to notification, which should be separately identified).
(iii) dated copies of all advertisements, bulletins, letters, faxes, e-mails, or other communications announcing vacancies; and
(iv) documentation necessary to demonstrate performance of the Prong 3 menu options, e.g., job fairs, mentoring interviewed for full-time vacancies during the preceding year and the total number of interviewees referred by each recruitment source; and
(v) a list and brief description of Prong 3 menu options implemented during the preceding year.
WGCB-TV’s EEO public file report will be filed with the Commission as part of the renewal application (due April 1, 2007). The EEO public file reports will be submitted for the preceding two year period, because broadcasters have two years in which to implement long-term recruitment initiatives.
This EEO public file report will be posted on the station’s web site.
PUBLIC FILE REPORT
The second portion of the EEO Annual Public File Report includes a report, which includes a list of all full-time vacancies filled during the preceding year, identified by job title; recruitment source(s) used to fill those vacancies (including organizations entitled to notification of vacancies pursuant to Prong 2), and the address, contact person, and telephone number of each source; a list of the recruitment sources that referred the people hired for each full-time vacancy; data reflecting the total number of persons interviewed for full-time vacancies during the preceding year; the total number of interviewees for each vacancy and the referral source for each interviewee; and the date each job was filled and the recruitment source that referred the hiree.
During the year 2005, there were only three persons hired, as follows. The turnover at WGCB-TV is not extensive, and this data reflects that fact.
1. Robert Teears, 231 Ameda Drive, Jacobus, PA, 17404. He was referred to the station by the Office of Vocational Rehabilitation, a branch of the Department of Labor and Industry of Pennsylvania.
2. Jon Michael Stiles, 39 Holmgren Lane, Windsor, PA, 17366. Jon is a Millersville College Student, referred by an Advertisement that WGCB-TV aired seeking Master Control Operators.
3. Larry C. Lane, 2939 Ironstone Hill Road, York, PA 17403. This individual was hired as a Sales Representative, and was referred to WGCB-TV by acquaintances of the prinicipals of the licensee.
The organizations and sources that were contacted for job referrals in 2005 include the following:
1. York County Chamber of Commerce, Job Fair and Business Expo (York, PA)
2. York College of Pennsylvania, Media Department (York, PA)
3. Maryland School of Broadcasting (Baltimore, MD)
4. WGCB Resume’ Pool and Employee Referrals (gathered from on-air advertisements seeking resume’s and by solicitation of referrals from existing employees) (Red Lion, PA)
5. WGCB-TV website has a call for Applications and publicizes openings for specific positions when available.
